Two rate tree color meter

The two rate three color meter shown in figure is typically used for implementing the corresponding three color marker defined in [].

trTCM uses the same parameters as DLB, namely:

cbs	Bytes	Committed burst size
cir	bps	Committed information rate
mpu	Bytes	Minimum policed unit
pbs	Bytes	Peak burst size
pir	bps	Peak information rate

Only mpu is optional, all other parameters are required.
